A way to deflect a wholesale power increase

Westminster may have found a way around that 4% wholesale power rate increase from its supplier—the Piedmont Municipal Power Agency. The rate increase is scheduled to reflect on charges to the city on the billing next month. Westminster normally passes on all or part of PMPA wholesale increase to its retail customers, but perhaps not this time. At its meeting tomorrow night, the city council is to consider DSM—a demand side management system that, if fully implemented, will allow the city to absorb the increase and avoid a hike in its retail rates.
