Westminster planning commissioners are to consider a pair of zoning changes during their 6 o’clock meeting tomorrow evening at the Westminster Train Depot.  Jonathan Terry has applied to change from Residential-25 to MFR–Multi-Family Residential at 104 Highlands Avenue; and the city of Westminster seeks a Multi-Family Residential classification at 115 Riley Street.
