Carter succeeds Smith

Rhett Smith had something tangible to carry with him when he left the meeting room the Oconee Joint Regional Sewer Authority.  At the end of his service as a Westminster representative to the JRSA, Smith got to take home a plaque presented him by Bob Winchester, JRSA executive director.  The plaque recognizes Smith for 24 years of service.  Having decided not to accept a re-appointment, Smith last night introduced his replacement.  He’s Chris Carter, the new Westminster city administrator.
