Child found soaking wet, teeth chattering

Sheriff’s deputies during a welfare check in Utica over the Memorial Day holiday weekend found a small girl soaking wet, teeth chattering, underneath a porch on Village Creek Circle. DSS placed the girl into protective custody, and the sheriff’s officers arrested the father who they say ran from them on Utica streets—dragging the girl as if she were a rag doll. Law enforcement records show the man arrested, George William Stein Jr., 29, of Overbrook Drive, Seneca was jailed on the charges of trespass after notice, abandonment of children, and unlawful neglect of a child.
