End-of-course test quandary

The Oconee superintendent of education has been blogging about it, and last night there was a full discussion by the board of trustees about the fairness of an end-of-course test that weighs on whether a student will graduate. Dr. Michael Lucas, county superintendent, has asked the question, “Could you pass the end-of-course exam in U-S history?
