How a $7 dollar charge lowers a power bill

Westminster leaders are optimistic that a seven dollar charge placed on a retail customer’s electric power bill will eventually lower the customer’s bill.  They are hoping as many customers as possible elect to accept the extra $7 dollars that pays for what’s touted as a “smart meter.”  Mayor Pro-tem Bill Brockington says the theory is that the city’s use of electric power from its wholesale supplier will be reduced and so, too, will the use of power at an individual’s home.
