JRSA out from under the order!

Being under a consent order from South Carolina’s highest authority for health and sanitation is serious business. But Bob Winchester is happy today that a matter between the Oconee Joint Regional Sewer Authority and the state Department of Health and Environmental has been closed out. Winchester, JRSA executive director, points to correspondence from DHEC last week that announces “all Order requirements have been completed.” The problems between JRSA and the state had to do with sanitary sewer overflows and the progress with which Oconee was making to stop them. Part of the problem has been solved by the construction of a large holding tank within the Martin Creek basin between Seneca and Clemson. JRSA completed a corrective action plan. The consent order lasted a little more than one year—during which JRSA paid fines totaling $18 thousand.
