Moulder gives lengthy testimony

As the trial’s first witness, Oconee County’s Scott Moulder is delivering lengthy testimony. The county administrator finds himself answering questions from the attorney for Plateau Excavation. The Georgia contractor seeks damages for having had to idle its equipment when the project to extend an Oconee airport runway was temporarily stopped. Questioned by Plateau lawyer David James, Moulder admitted that, for a payment of $375 thousand, the county settled its claim against airport engineer consultant Talbert and Bright. He further agreed that if the county is successful in winning a judgment against Plateau, the money will go Talbert and Bright, whose service contract the county did not renew amid controversy over an illegal act by a Talbert and Bright employee and other problems that led to delay and cost overruns with the project.
