Remembering Charles Ellis “Tubby” Raines

A Seneca man in a wheelchair shot and killed more than 10 years ago is a cold case that Oconee Sheriff’s Office is circulating in hopes someone may know something that leads to his killer or killers. Investigators believe Charles Ellis “Tubby” Raines was more than likely killed August 28, 2002 before he was found the next day in his home at 299 Worth Street, Seneca—behind a By-Pass 123 motel. Robbery appeared to have been the motive, and investigators believe Raines knew who killed him.
