The police in Seneca have announced a second arrest in the investigation of the theft of a moped. The moped was reported stolen in June last year from a carport on Mountain View Drive. The theft of the moped originally led city police to the Westminster area. A second arrest was made in the case Saturday when the police served a warrant charging Ernest Wayne Hippensteal, 34, of Bright Eyes Drive, Westminster with receiving stolen goods. Hippensteal was placed in custody by the highway patrol during a traffic safety checkpoint Saturday at Wells Highway and Return Church Road near the Seneca city limit.
