Seneca fraud charges filed against Pickens County inmate

The Seneca police have filed charges of fraud against a 29-year old inmate in Pickens County. The police yesterday obtained warrants charging Atlanta area resident Richard Mark Springer with financial transaction card fraud and crimes against a federally-chartered financial institution. The offenses are alleged to have occurred in January at South State Bank when the suspicions of bank employees were raised when two men, two hours apart, tried to obtain thousands of dollars worth of cash advances from a credit card. Chief John Covington said, at first, the suspect in the case was unknown, but further investigation identified the suspect as Springer, a resident of Stone Mountain, Georgia.
