Senecan charged with kidnapping

A 24-year old Seneca apartment resident has been arrested on three charges of kidnapping and other domestic offenses. And the police arranged for a safe location for a woman and two children. Law enforcement reports show the midnight hour arrest yesterday of Justin Lee Lucio of Fair Oaks Circle apartments. The police responded to two welfare checks at the apartment—one yesterday and the other two days earlier.  Chief John Covington issued this statement to 96.3/WGOG NEWS about the welfare checks requested by an anonymous party:  “Yes, there was one welfare check on Monday in which the suspect was arrested on outstanding drug warrants and there was no mention at that time of domestic violence.  The second one was Tuesday for a welfare check.  On this check the victim advised of the domestic problem and initiated of investigation and subsequent charges resulted.”  The police say they determined the mother and the children had reason to fear for their safety over a period of three days. Lucio was described as the woman’s live-in boyfriend. According to the police, a loaded .40-caliber sub-compact pistol was confiscated as evidence. Besides three offenses of kidnapping, Lucio was charged with criminal domestic violence of a high and aggravated nature and two instances of unlawful neglect of children.
