Westminster changes utility rules

A change made by Westminster to its rules covering utility service will affect future water and sewer customers in the city’s service territory outside the corporate limits.  It has no effect on existing utility customers in the unincorporated areas.  City council last night approved a deed restriction on the property that requires the owners to annex when requested. City Administrator Jeff Lord says if annexation takes place, the water and sewer rates will be reduced to in-city rates. Lord says it has no effect on which supplier the water and sewer customer uses for electric power.
