Westminster to repeal ordinance

Westminster city leaders have given first reading to repealing an ordinance under which the city tows cars parked on city streets between the hours of 2 and 6 a-m. One problem with enforcement, according to City Administrator David Smith, is that with only 11 city streets, most of Westminster’s roadway space are state roads passing through the city.
