On April 27th, the Sheriff’s Office received a phone call concerning a larceny and a deputy with the Uniform Patrol Division met with the victim.  The victim told the deputy that her husband, who is currently incarcerated, had asked her to hire a lawyer to help him in his case.  The husband went on to say that he had contacted someone who he was previously incarcerated with, Kemp, who knew an upstate lawyer that could help him.  The victim’s husband gave the victim’s information to Kemp.

Kemp and the victim agreed to meet at a location on Highway 123 between Clemson and Seneca the morning of the 27th.  Kemp reportedly approached the driver’s side window, asked the victim how much money the victim had, which was $2,500.  Kemp then reportedly reached into her vehicle, took the money, got back in his vehicle and drove away.  The car that Kemp was in was described by the victim as a brown, older model 4 door vehicle.  The incident was reported to deputies around 8:33pm the evening of the 27th.

As the investigation continued, warrants were obtained against Kemp after positive identification was made on April 29th.  According to investigators, Kemp frequents the areas of Seneca, Greenville, Clemson and Anderson.
