“No citation, penalities or fine”

A complaint about construction and demolition material in Seneca has prompted a statement by the city administrator, Greg Dietterick.  The statement came yesterday afternoon after a meeting earlier in the day with representatives of the state Department of Health and Environmental Control.  A “D-HEC” spokesman said, “We received a complaint regarding the improper disposal of construction and demolition material (behind the Gignilliat Community Center) and we are currently investigating….”  But Dietterick said his city received no complaint.  Here’s the rest of the city administrator’s statement:  “The City made that an authorized site years ago for dirt, concrete, products and asphalt.  The site is supervised by the City’s Engineering department, and there is no fee, but they must comply with the proper material.  DOT instructed us to use only those products (no tree stumps, no garbage, no hazardous material.)  The construction site is being prepared for expansion for the recreation facilities and an outdoor sports complex when completed.  DHEC did receive a phone call from a concerned citizen, but cannot release their name.  We were notified of the phone call after meeting with DHEC officials today on their follow up visit.  We discussed closing the site for the next phase of construction and the removal of concrete and asphalt that is currently on the site.  There were no citation, penalties or fines.  We do however have until March 25, 2016 to have this phase of the work complete….”
