Utility service no longer tied to annexation pledge

In Westminster, no longer must someone applying for out of town utility service agree to be annexed in the event his property becomes contiguous to the corporate limits and city council pursues the annexation.  Under new business, an amendment to the city code passed on a vote last night of 5 to 2.  The vote was another sign of the political change brought about by the November election in which all incumbent mayor and council members who ran for re-election were replaced by newcomers.  Voting to discard the requirement were Mayor Ramey and council members Ramey, Miller, Dodson, and Mefleh. Opposed were councilmen Williams and Brockington.
